My bet is that Valk will use the same approach that Dust does: dedicated regional battle servers for the main game, plus use of the CREST API for accessing inventory, market, corps, etc.

Of course fanfest may surprise us with warbarges being able to move around (code which could be needed for any significant integration of Valkyrie, especially that Valkyrie can't hide on planets out of capsuleers reach like we do). As for codebase stuff: CREST should be out there at least a year ago, POS code hasn't seen any improvements because of being a mess and so on... That interview doesn't say there won't be any integration, it just says they aren't going to do a lot of linking the games. I imagine they'll do basic stuff like being able to join the same corps, and shared chat. I could be wrong of course.
CREST is out there, right now, being used for the Eve/Dust integration. They don't need to build anything new Eve side to reuse the stuff that Dust have for Valk.
POS code in Eve is the classic example of CCP legacy code, but don't assume it is typical. It is used as an example precisely because it is unusually complex and unwieldy. Crimewatch was worse, apparently, and they fixed that.
